For those of us with accounts we'd like back. I was thinking it could be like a once a year thing, that way members with permanent bans still have to wait at least a year.

Just give them back the accounts on the condition they make an apology and put on a 1-month probation. :/
However, TROLL accounts is an exception and should stay banned. :|

If your account has a permanent Ban, it's for a good reason. If you want to appeal against this there is a Private Q&A forum for you to do so, but that will depend on the crime in question. If the admin let everyone off people wouldn't think twice against breaking the forum rules. so a day where perma bans can be lifted is a complete waste of time. Repent and ask for forgiveness of your crimes and if the admin deem so, they may lift the ban.

Nah. The idea is that you still have to make a thread in the Private Q/A section for the unban, it's just that on that day you don't have to go through all the awkward shit making excuses, apologizing etc. to get your account back.
I'm sensing you have some particular member(s) in mind, why not talk to Zise on their behalf, won't that make it easier? Cos' this technique you're proposing has more cons than pros damn you swiftkey for your autocorrect feature, that I normally love
