The build-up this unknown character is getting is crazy, and if I recall correctly not even the gender has been revealed so far.

So my prediction will be that Raizou is a female ninja, that would make an interesting addition to the crew. Also 'she' is wanted by Kaidou (and clearly important given the protection 'she' has been receiving) so the mandatory sad past can be explored in the Kaidou arc where she helps the crew and join in the end.

I support this if it's a she but a female named Raizou? Meeh..

Zoro will always be second strongest, and Sanji will always be third strongest. So no one who is stronger than Zoro or Sanji will join imo.

But it was said in an old Jump Fiesta (SBS interview) that Next SH was some previous villain.
Maybe this was rumour but Luffy can give Ceasar an opportunity to join SH.

I thought about caesar but it just so happens that he just too evil..... for luffy's liking.

This is a more reasonable argument. But that's all it is "reasonable" from your point of view.
Because, since Luffy has entered New world he has only tried recruiting Jinbei and he did not have much of a dark past either. It was just because of the role Jinbei played in luffy's life (and ace's), he is not exactly the comical one either. So I guess luffy recruited him as a link to Ace (considering the fire/water juxtapose). Also as a link between the Fishman and Humans perhaps.
Plus I have not seen luffy this exited/impressed by anyone before,

Isn't that obvious? Every new arc, we get new charachters and fans would like to know more about the said charachters and the only way for that to happen is when they join the strawhats. I for once am glad that people are talking more about shipping characters aboard the thousand sunny, than on the love boat.

Bro these guys are pirates.
They all were bad guys except Ussop(Who is a liar), Chopper(I forgot his arc).
Luffy daddy is MWM.
Zoro was Pirate Hunter
Sanji comes from Assassin family
Nami was a burglar
Franky kicked Ussop's butt & stole all the gold of SH
Brook was ex pirate.

Now reason why I think CC will join SH:
1)SH need one Logia user. They already have Zoan(Chopper) & Paramecia(Luffy, Robin, Brook)type but no logia type.
2)this guy has to be previous villain. Crocodile & Enel chances are less because both of them will be stronger then Sanji & Monster trio will be broken
3)CC has a dream to surpass Vegapunk. Most of SHs has some kind of dream to surpass somebody or to read/create something.
4)CC can help Chopper with his medicine things. He can also help Franky with his cola thing.
5)Buggy the Clown served Roger, Ceasar title is also Clown

True shipping has ruined some of my favorite show but it doesn't mean every interesting character must join strawhats...that is idiotic at best....just because you wanna know more about characters it doesn't means they have to join the crew.....
