Well, i'll keep it simple for now with some main points:
Ice is made up of water and wind chakra, the wind chakra cools the water to the point of creating ice. Ice being a solid construct making it hard to break.
It's weak to lightning and sound, lightning breaks it like a mirror, and sound shatters the bonds.
It's strong against wind and water, and neutral to fire
Ice can be used in many forms from trying to freeze and bind your opponents, to solid ice attacks, to as shown by haku fussing with the ice for speed attacks. It's pretty much a versatile element using the potential of being cold.

Vegito in the middle of his daily workouts see's his new student arrive. He stops and stands up eyeing the student before speaking.
"So another surviving member of the lost yuki clan. Be proud our clan has the strongest kekki genkai in the world! Think of ice as you would earth. Solids that you use to make physical attacks. Ice is alot like earth except you can even use it in mid air and create your own at any time."
Vegito walks away and signals to his student to follow him. The two arrive in an icy tundra. Vegito looks to his student who is shivering.
"For one month you must survive here, become one with the tundra until you no longer shake. See you in a month!"
Describe your month in the tundra how you survive and adpt to the cold.
Matt arrived at the Tundra and was left there by the one that was meant to be his sensei. It's true he was shivering, cold, he doubted he could survive the night nevermind the month. At first he didn't embrace his bloodline trait, trying to make a fire, which failed, he tried wrapping up and keeping busy to try and stay warm, exercising but it was no use, it was the cold that would seek into your bones and there was no escaping it....on the third night he was so cold he thought this was it this is how he'd die... but there was something he felt, something in his chakra that told him otherwise. He felt the need to embrace the cold. He'd spent the first 5 days trying to beat the cold but that's not what his clan had done.
He sat down as if to meditate but instead of shivering in the cold, he stripped down to his underwear and embraced it, he didn't shiver, or try to keep warm, he let the cold in, he embraced it, day by day, for hours on end, he'd meditate releasing his chakra to become one with the cold and each day it got easier....
*time skip*
Three weeks passed and now Matt was at one with the cold feeling it, being on with it and he decided to make it his own, he spent the next week trying to use his chakra natures combined to take control of the cold and try and make it his own weapon... as he was practicing his sensei returned...

Phase one of training is finished now we begin phase two:ninjutsu! Follow me!
Vegito took Matt to a forest somewhere in the land of fire.
I want you to focus your chakra into the terrain around us. Remember the cold tempatures and environment of the tundra and re create it on a small scale on the trees in this forest to cover them in a thin layer of frost, then use that frost to sneak up on and kill my shadow clone in the distance.
Then I want you to tell me 2 advantages 2 disadvantges and how you'd use this jutsu, rinse and repeat for all jutsu on the canon list.

Matt listens to his teacher and then calms his body and feels the cold within his blood that he had become one with. He released a cobination of wind and water over the trees around him releasing the moisture and cooling it rapidly in a crystalised manor forming a frost over the trees. Then using his chakra he fuses with the layer of frost going through it quickly being at one with the ice and comes out behind your clone silently stabbing it in the back.

Description: The user after performing the rat hand seal covers the surrounding area in frost, creating a cold mist and drastically lowering the temperature of the surrounding area. Despite not as hindering as the hidden mist, the technique enables a ninja to more stealthy move and surprise his enemy who will be hindered by both the thin mist and the freezing temperature.
Good:
1. Can be used to avoid, so block their vision and use this to escape
2. can be used for sneak attacks, combine it with silent homocide and it's pretty useful
Bad:
1. Have to make the frost first that they will notice
2. They can just melt the frost with fire then it's useless

Sorry I took so long to reply, I was busy playing storm 4 and was being lazy aswell
Good now I want you to describe yourself making these jutsu and give me 2 advantages 2 disadvantages and explain how you'd use these jutsu ( for each one)
Hyouton no Jutsu) Ice Release Technique

Chakra Cost: 15
Damage: 30
Description: The user can use this jutsu to make it begin to snow down on the terrain, or, much like the “Earth Style Technique” the user can make small pillars or shields of pre-existing ice or make it materialize. If this is used to make snow, then after 3 to 4 turns most of the terrain will be covered.
(Hyouton: Tsubame Fubuki) Ice Release: Swallow Snow Storm

Description: The user will shoot out a cluster of needles, shaped like swallows, which will fly out toward their target with great speed. The swallows are unable to be dodged as they can change direction in mid-air, redirecting themselves to hit their target. This jutsu is also highly resistant to fire attacks, unable to be destroyed by fire jutsu unless it is higher than C ranked.
(Hyouton: Hyōrō no Jutsu) Ice Release: Ice Prison Technique

Description: The user will rise up what seems like a jagged pillar of ice from the ground, encasing their opponent and freezing them in place. The user can also use this on themselves, encasing themselves in ice to defend them from jutsu. Being an ice user, however, the user will still be able to move their arms and legs fluently while in the ice.
(Hyouton: Sensatsu Suishou) Ice Release: 1000 Needles of Death

Description: The user will make needles surround the opponent from all sides. Directly above them, though, there is an opening. The user can jump away at the last second before the needles converge on their opponent, or they can simply perform the jutsu from a safe distance.
Matt gathers his Hyouton chakra into the area around him, he begins to cause the chakra to take shape and forms several kunai shaped pieces of Ice. With a single mental thought he releases the kunai and they smash into the chest of a training dummy doing significant damage.
1. Versatile, since I can create anything with these.
2. The snow aspect of the jutsu makes it helpful in a fight with someone who cannot stand the cool.
1. Not overly powerful due to it's low rank
2. Easy to counter with basic fire.
I would probably use this for a sneak attack or to sample my opponents strength's. To help me find out exactly what my opponent is made of. Also in CQC this can be helpful since it is so easy to create.
Matt begins manipulating his Ice chakra into the air and manipulates the chakra to form several swallow shaped pieces of ice that lock on the running clone he then snaps his fingers instructing the swallows to very quickly track down a clone and slice it down causing it to disappear.
1. Helpful for tracking down an opponent.
2. Very hard to dodge as it locks on to a single opponent
1. Easy to destroy. Only needing C rank fire.
2. Not super great for stealth attacks as the forming of the swallows could be quite loud.
I would really only use this jutsu to try and pin my opponent down, or to keep them distracted whilst I prepare for something else. Nothing else to really be done with them.
Matt manipulates his Ice chakra around a clone and manipulates the chakra to extend out of the ground encasing the clone in a massive wall of ice completely frozen, Matt then manipulates his ice chakra and encases himself in ice to defend him from the incoming fire jutsu launched by a clone in the distance.
1. Helpful for attacking and defending.
2. Very quick to begin forming the ice on someone.
1. Easily countered with a simple Nagashi or a full burst fire attack.
2. Using the ice prison on yourself leaves you wide open.
I would really only use this technique to try and trap the opponent or too prevent them from performing a specific action.
Matt manipulates the surrounding Hyouton chakra into the air he then manipulates the chakra to take on the form of hundreds of needles that surround a clone then with a snap of his fingers the needles pierce the clone all of its body causing it to explode into a cloud of smoke.
1. Very fast and versatile jutsu.
2. Can cover a large area.
1. If used at close range, there isn't much time to jump out of the way.
2. Easy to counter with a full body burst like nagashi etc.
I actually see myself utilizing this jutsu fairly often. It is a nice technique with a large range of uses.

Vegito smirks seeing Matt use these jutsu with such ease, of course he would as they're the most simply of our clans jutsu. But now the two would move onto more powerful jutsu. Vegito opens a scroll and throws it at matt.

Description: A stronger version of the original Flying Needles of Death gathers large amounts of Needles from the air and surrounding environment into more than a thousand needles. He then directs the needles to a specific target, and leaps back to avoid damage to himself. The difference is that these needles are literally icicle spikes, and after damaging the target the icicle spikes melt into a light cold rain.

Description: The user firsts traps the target's feet to the ground by freezing ice onto them. They then uses a specific hand seal which causes the chunks of ice at the target's feet to grow into one large chunk, freezing the target completely. Quickly jumping back they throw several senbon at the frozen target. It partially cracks the chunk of ice, and then shatters outward, damaging the target once more.
