For his age and experience. Like, someone can say technically that the baby of the woman from Luffy's home (can't remember her name atm) is the dumbest character cuz it's a baby. But, intelligence is relative. You know, the baby could be smart for its age. Meanwhile, Luffy is much more stupid for his age than pretty much anyone else.

Because he couldn't tell a mirror from a picture? That's hardly the dumbest thing we've seen in the series. Luffy thought that north was whichever direction feels cold. Luffy can't tell Sogeking and Usopp apart. He thought pouring sake into Zoro's mouth would heal his wounds because Zoro likes sake. He literally said thinking too much(he was thinking for like 7 seconds) made him physically ill.

Weevil is in the negative in terms of IQ. Luffy hasn't shown much stupidity after the timeskip, and Bartolomeo is eccentric. Spandam is my runner-up, not so much because of a drastic lack of intelligence, but because of his refusal to perceive Luffy as a threat, his cowardice, and everything he did wrong at Enies Lobby, which was, well, everything he did.
