Yes it is. Jozu has no feats, hype, or portrayal that puts him above Vista. The same goes for Vista too.

Why Jozu had to resort to his fruit to block mihawk slash whereas vista just used his swords each fought an admiral level char
For period of time why would Jozu be if at all significantly higher then vista
This is all I really need to show. At the beginning of the war Oda had the top 3 fighters from Whitebeards side facing off against the top 3 forces from the Navy.

So we have:
-Jozu portrayed alongside Marco and WB against Admirals.
-Vista portrayed alongside rest of commanders against Vice Admirals.
As for who they fought. Jozu and Marco were fighting the main enemy the top threats in the war. Mihawk was completely nonchalant he was fighting to everyone's level not his own, Luffy was dodging his attacks, Mr.1 blocked one of his attacks, Crocodile stopped him. It was clear Mihawk was simply putting as much energy as the enemy required. He was fighting to his enemies level.
The Admirals were looking to kill as it was their duty to make sure the execution takes place.
Jozu blocked Mihawks slash with his fruit? So did Mr.1

to whatever attacks Vista dealt with? Crocodile apparently dealt with Mihawk without his fruit as well, I guess that places him above Jozu?

Different attacks, that might have been Mihawks strongest attack shown to date and Jozu left without one scratch. Not only the fact that he didn't get injured he completely stopped the force of that slash, he wasn't even pushed back by it. Even Zoro pushed Fujitora back with his much much weaker slash.
Now I know we aren't talking about Jozu vs Vista because we know that would end up a stomp in Jozu's favour.

Lol it really doesn't get clearer than this. Oda couldn't have made it easier for us to know who the strongest in the crew are. And we still have fapboys here on forums coming up with their own logic as always, when something is so clear cut coming from the author himself.

Save the BS. If being matched up against Admirals placed Marco and Jozu above Vista, then it does the same for Luffy. Match-ups are legit powerscaling means until you don't want them to be because they hurt your narrative.
Pre-skip Zoro and Sanji>>>Vista because they fought Kuzan back in the Davy Back Arc but Vista never fought an Admiral.

Marco is stronger than Whitebeard because of parallel panel placement. Akainu, the strongest Admiral, was the first of his trio in that line of panels. Marco was the first of his trio in that line of panels, so obviously Marco>>>>>>>>>>>>>>>>>>>>>>>Whitebeard because Oda gives a shit about the VS matches he knows is happening on these forums so he takes the time to give us neat little parallels like this to use in them, not just because the panels look cool drawn this way.

Except unless vista has better haki than Jozu, hes not cutting diamond. And based off of rank in the WB pirates default winner goes to Jozu. So Jozu is stronger.I also don't see Doflamingos Haki being better than Jozu's without proof. So unless someone here can prove that his haki is better than Jozus how is he going to beat him if he cant cut diamond which we all know he cannot do.

Jozu can't cover his entire body in diamond, so Vista can attack the areas not covered in diamond. Division number doesn't matter in the WB Pirates.

The only official ranks in WB pirates is WB>Commanders>People in the individual commanders' particular division.

While I agree with that, Vista isn't cutting diamond unless he has better haki. Now... can any of prove that Vista or Doflamingo have better Haki than Jozu? No, you cant. So by default Jozu wins, imo.
