So both databook 4 and manga implies this.
We can read what Hagormo said about Madara."Indra succesor has obtained power of ten tails a power close to mine"
So this Madara was already close to Non JJ Hagoromo
At that moment Madara had only 1 rinnegan eye and he didn´t have Shinju tree power inside him.
Later he recieved second Rinnegan and Shinju tree . Is those 2 enough to make it on Hagoromo level of power ? Logically yes and this is what Kishi said about Dual Rinnegan JJ Madara :

So with Rinne Sharingan Madara gained the strongest power only he and Kaguya had and after casing IT and god navity of a world of trees he literally had all IT victims power in his hand
