madara possessing 1 rinnegan, no shinju, incomplete juubi and no rinne-sharingan was getting close to hagoromo's level. This was hagoromo who possessed the juubi, 2 rinnegan and no rinne-sharingan. So when madara achieved both his eyes, the shinju as well as the power not even hagoromo achieved, the rinne-sharingan then i'd say its a safe bet to say that he surpassed hagoromo.
