obviously it does if he didn't use his perfect Rinnegan susanno.

Maybe, he didn't fell the need to use it against Naruto and Sasuke because he was one the offensive side. And against Gai, that's debatable because he was enjoying the fight do maybe he purposely didn't use it. Plus, Godoudamas were acting as a defense already.

Yeah but why would he not use it against naruto? His rinnegan PS (his giant PS with wings probably) and have 5 of them. Plus gudodama staff as PS weapon.

1. It's not RSM that restricted Obito from using his Doujutsu. It was specifically the Juubi, which is different from RSM.

2. It's not that Obito couldn't use Kamui; the limitation was that he couldn't use Kamui to pass through objects. If he'd wanted, Obito could have gone to his Kamui dimension, just like JJ Madara did later on.

3. We have never seen the Limbo clones use more than Taijutsu. It's not safe to assume that they could use Susano'o.

4. In the end, Kishi stopped JJ Madara from using Susano'o purely because Kishi wanted to differentiate Madara's new fighting style. There's no reason to believe that Madara couldn't have used it. The only Doujutsu that we've seen restricted by being a Juubi Jin, in any way, was Obito's ability to pass through objects with Kamui.
