Like they can build but they don't necessarily have the technology to leave their own planet or any technology for that matter? Just like bricks(or whatever is the equivalent given their planet). That's what I was thinking too. If they're weaker then we would commercialize all their resources and instead of helping their society we would instead put their race into labor positions with extremely low pay.

If they are strong though, then we'd go straight to war.
