Terrain: We shall go with the one you chose earlier where we are both in the rain just outside the hidden rain village.
Story: Jiraiya has mistaken Natsu for an Anbu of the hidden rain and feels as if he needs to eliminate Natsu to keep his undercover operation going. (If you wished to change this that is fine lmao)
Jiraiya emerges from the water out of his toad having gotten past all of Amegakure's barriers. He uses a form of burst jutsu to push the water off of him and starts to move forwards across the surface of the water. He stops when he hears something on top of one of the buildings above. Stopping he looks upwards to see a ninja standing looking down on him. Hadn't he gotten through all the barriers undetected? Or was there a sensing jutsu in the water?
No, there can't be or there would be more than one ninja here. It must be one of the Anbu of the village hidden in the rain on patrol. Shit. He wanted to go unoticed, he wasn't here to fight a war, he was here to gain intel on the one they call "Pein". Jiraiya quickly released his chakra round his body reflecting light to make it seem as though he has gone invisible and leaps off the water landing on the side of the building with the chakra in his feet to hold him there. If he'd of stayed on the water the splashing would of given away his location plus, that may have been where the water was sensing him. Now invisible he looks up the building he's now standing on towards the figure stood at the top overlooking the water.
Maybe, just maybe he didn't see jiraiya and the splash made him think it was a fish or something. Atleast the comoflague would have hidden his identity in time. While he is hidden to make preparations he places some paper tags on the building just incase that's what it comes to. But he had to keep the fight quiet, he didn't want to draw more attention that he had to.

That was a close one. He hadn't seen Jiraiya but he seemed to know he was there. He wondered how. He couldn't be a sensor as he didn't know that Jiraiya was below him. It must of just been the splash. It was time Jiraiya took advantage of the ninja not knowing where he was. With a series of handseals Jiraiya placed his hand on the wall releasing a stream of explosive tags up the building. These tags blend in with the ground until they reach your legs as they start to crawl up your legs catching you by surprise, with one additional handseal Jiraiya detonates the tags blowing them up as they reach your knee. It may have been more noise than he intended but he wanted to end this quickly.
(Himitsu Kibaku Fuda no Jutsu) Hidden Explosive Tags Technique

Description:
The user does a sequence of 4 hand seals (Tiger → Rat → Bird → Snake) or slams his hand on the ground or surface. Using his chakra, he is able to stream a multitude of paper tags through the ground and use his chakra to keep them hidden from sight. As they stream towards the target, they are undistinguishable from the ground, seamlessly merged with it. Nearing the target, they rise from the ground, "crawling" up the target. As they wrap themselves in lairs around the target, the user can choose when to detonate them, making a quicker, weaker detonation or waiting for more paper tags to pile in the target and adding more damage.

It seemed the figure wasn't going to come out of hiding so like he said Natsu was going to go to him, immediately Natsu jumped towards the figures and released a blast of fire out of his two legs launching him straight towards the hidden figure and releases a kick into what looked like the head of the figure.

As Jiraiya slammed his hands down to release the tags, as they start to move along the roof, he realises his mistake, the splash from his hands. With that the enemy was alerted to his presence, looking down on him then releasing a stream of fire from his feet proppeling himself down towards Jiraiya. A ninja of the rain village who could use fire jutsu in such a way? That was new. Jiraiya can't reveal his identity yet. He releases more chakra throughout his body going completely invisible as you soar down the side of the building towards him.
Jiraiya releases the chakra from his feet causing him to fall down the building. As he falls he doesn't create a splash from kicking off, so for alls you know he's still there. Now back to the tags he placed when he first landed there. As you fly to where the tags are, you activate Jiraiya's jutsu, causing the barrier to triggle exploding sending you flying into the water. Jiraiya releases the chakra into his feet again sliding to a halt on the building watching your reaction. The blast would distract you from his sudden stop also.
(Meisaigakure no Jutsu) - Hiding with Camouflage Technique

Description: This is a ninja escape technique that allows the user after performing the Tiger hand seal to control how light is reflected around their body with chakra inflections. The technique also erases the user's scent and shadow, and is usable on any terrain, making it ideal not only for covert maneuvers but also offensive strikes. Perceiving the user's position is possible only for ninja who are astute enough to observe minute variations within their surrounding environment, such as distortions of air currents in the immediate vicinity or distinguishing sounds, i.e. footsteps etc. However, the usefulness of this ability can be entirely negated by those with special vision or sensory skills. The Second Tsuchikage, Mū's mastery of this technique helped earn him the moniker "Non-Person" seemingly having neither form nor chakra while the technique was active. Thus, he could not be sensed through traditional means.

Until seconds after there was an explosion that blasted Natsu off towards the water until he gained his control over his body back midway and landed on the water looking around for the disguised figure once more. (let's say you jump down onto the bridge perhaps? and I land onto the water to the right of you so left of me still unbeknownst to me lol).

Jiraiya lands on the bridge in a kneeling position as his opponent slides to a halt on the surface of the water. It seems that blast wasn't enough to kill him. Jiraiya could use this oppotunity to continue forwards but would this ninja raise the alarms. It was too risky, he had to take him out. But what would be the best way to do it? If Jiraiya were to confront him head on the ninja would know his identity and then it would all be pointless. Maybe if he could distract him for a second and take advantage. That's it! There are still explosive tags on the building, he could use those.
Jiraiya clapped his hands together to detonate the tags from his first jutsu that was aimed for your legs. The blast would send chunks of rock out all around that would hit you too. But this wasn't meant as an attack, it was mean to draw your attention away from Jiraiya's location as he was hidden behind the bridge. In that instant that you're distracted he creates a combination. He creates a clone that in the puff of smoke uses the transformation jutsu to look like a Jounin from the village hidden in the rain. This clone runs forwards (we shall call him steve), steve jumps off the bridge running towards you.
Jiraiya watches and waits as his clone distracts the ninja, hopefully, he could draw him away from the areas.
I heard the blast i came to see what was going on? Are we under attack?
(Kage Bunshin no Jutsu) - Shadow Clone Technique

As the clone Jiraiya made runs forwards towards Natsu he sees Natsu cover his fist in flames going to punch forwards, he stops and jumps backwards before he gets close enough for Natsu's punch to hit.

But, Natsu put it to the back of his head and remembered there was a guy around here who was blowing up these buildings.

Steve the clone listened to Natsu. He could try and take him out now, but it was better to lie in waiting, so he decided he best make a move.
I'll go alert the higher ups sir, and be back with more men!
With that, Steve the clone sprinted off towards the village, trying to act as a rain ninja. As he goes behind the building he waits safely poping his head around to watch and wait for his opportune moment.
As steve does this Natsu jumps onto the bridge, solid ground? Perfect Jiraiya's change. As he performs the handseals, Jiraiya sinks into the ground and travels at running speed through the ground to just behind Natsu. He stays here as the fireballs are released creating the large blast around the area. The best thing was, Jiraiya was safe as Natsu would cause such a destructive blast so clone to himself so he wouldn't hurt himself. As the blasts go off, it causes large amounts of noise, smoke and blows water up into the air, all kinds of distractions. Jiraiya comes out of the ground and straight into your shadow taking control of your body, forcing you to draw a kunai and hold it to your neck.
As the real Jiraiya does this you realise you can't control your body and steve the clone comes out from behind the building walking towards you with a smile on his face.
It seems you fell for my trap on the bridge, Natsu of fairy tail. It took me a while to figure out who you are, but now i know. If you try and break free in any way, my jutsu will force you to cut your own throat. So, shall we talk?
Steve still stays in disguise while the real Jiraiya controls you from your shadow without you knowing any better. Steve waits for your response
(Hiru Banshō: Bōka no Jutsu) - Leech All Creation: Attack Prevention Technique

Description: Using this jutsu, the user can merge with another passive object and take on its properties to avoid any damage. While merged, the user is virtually undetected unless the enemy has a doujutsu. Even chakra sensors won't be able to pinpoint the users position. The limitation of the technique is that to use a technique and mold chakra, the user must fully unmerge although doing so doesn't produce any sound and the user can only be sensed once fully unmerged. The user is still aware of the world outside the object and can travel inside it at his normal running speed. The technique was used so far by 3 ninjas (Yamato, Orochimaru and Uchiha Madara) but as an advanced ninjutsu, it can be used by any skilled enough ninja.
Note: the user must be Sannin Rank and above
Note: Orochimaru and Yamato can use it 5 times per battle, Uchiha Madara can use it 3 times, other ninjas can use it twice.

Description: Gama Daira Kage Ayatsuri is a Ninjutsu technique that allows the user to merge into the shadow of subdued foe. The user can then fully control the victim from within their shadow. If the user has to use other jutsu, they must emerge from the shadow. Once the user fully emerges, their hold over the victim is broken and they regain control of their body.
Note: can only be used by Jiraiya

Right at that moment Kaname who had been hovering in the sky for quite some time following Natsu dropped down just next to Natsu and striked the nerve in his hand just before his palm causing his hand to immediately drop the kunai into Kaname's other hand.

How could Jiraiya have not noticed the guy in the sky? How many of them were there? Better act fast now, how many more could there be. Jiraiya in the shadow feels the kunai to be hit out of Natsu's hand as it is, he uses Natsu's body to swing his left hand around to punch Kaname in the face. This wasn't to actually do damage. But the punch was a mere distraction. Just enough time for steve the clone to do his job. He spews out a mass of oil onto Natsu and Kaname as Natsu is doing his punch covering them both in oil, at the same time the real Jiraiya moves out of the back of Natsu's shadow Jumping backwards leaving Natsu and Kaname covered in oil between him as his clone.
You wouldn't of seed the oil as Kaname would be facing Natsu due to the punch coming at him.
So, it seems neither of you are ninja of the Hidden rain village but out little fiery friend doesn't want to chat. If he tries to use his fire again you'll both burst into flames. If you try to attack us, we will ignite the oil.

Description: After gathering oil in their mouth, the user can spit the oil at their opponent. The consistency of the oil can then hinder the movement of the opponent until removed but is main danger is that its very easily flammable.
Note: Can only be used by Toads and signers of the Toad Contract
Kaname notices the incoming punch but isn't surprised he knew it wasn't Natsu, he knew it would be the guy hiding in the shadow, Immediately he ducks down aiming for the ground and unleashes a powerful palm strike into the ground of the bridge causing it to crack and break away, leaving Natsu and Kaname falling down into the water. But just before they would meet the water Natsu now free of his opponent's jutsu releases a blast of flames out of his right foot launching them out from under the bridge he then releases another blast down at the water just strong enough to let them land back onto the bridge facing off against their two enemies. With Natsu facing Jiraiya on his left and Kaname facing Steve on his right.

The the user will surround their hands of feet in flames releasing a blast of fire from their hands like when a rocket blasts off. This concerntrated stream will travel up to mid range. Due to the power of the flames, if the user doesn't have his feet firmly on the ground the blast of fire will push him in the opposite direction to which the flames are traveling.
Kaname notices the incoming punch but isn't surprised he knew it wasn't Natsu, he knew it would be the guy hiding in the shadow, Immediately he ducks down aiming for the ground and unleashes a powerful palm strike into the ground of the bridge causing it to crack and break away, leaving Natsu and Kaname falling down into the water. But just before they would meet the water Natsu now free of his opponent's jutsu releases a blast of flames out of his right foot launching them out from under the bridge he then releases another blast down at the water just strong enough to let them land back onto the bridge facing off against their two enemies. With Natsu facing Jiraiya on his left and Kaname facing Steve on his right.

The real Jiraiya comes out of Natsu's shadow as the bridge is broken and they both fall. Jiraiya sees the oil his clone released and in a quick reaction knows what to do. He mimics his clone spewing the oil out of his mouth so that both lots of oil collide mid air dropping down onto you both as you fall just as you go to push yourself back onto the bridge. The mass amount of oil would over you both, meaning if you continue with your fire stream you'd ignite both of you.
While the real Jiraiya spews his oil, steve the clone throws a kunai forwards with an explosive tag. The tag isn't ignited but can be detonated with a handseal. As it goes forwards the oil falls down on it bringing it down through the gap on the both Natsu and Kaname. There is only one way up due to the colaboration of both oil jutsu raining down on you from above as you drop, by this time you release the stream of fire from your foot to shoot you both out, and the tag is detonated.
This causes a blast sending flaming hot oil in all directions under the bridge faster than you're moving engulfing Natsu and Kaname if boiled hot flaming oil as they try to get away. As Steve detonates the tags though, him and Jiraiya leap down to either end of the bridge away from the gap. The rest of the flaming oil would hit the surface of the water. Now we both know what happens when oil that's on fire touches water? It violently explodes all around the area where you're trying to escape. There was 2x the oil jutsu flaming being sent all around creating a large blast to engulf both of you.

As both Natsu and Kaname are falling Natsu is about to release his Fire Technique but halts it as soon as he sees more oil heading for them, he knew that if he used it they would both die, Natsu looked at Kaname who looked back and Natsu let out a cheeky grin, he wondered what Natsu was planning where all of a sudden Natsu released a small flame at the oil which caused it to ignite an expanding flame that came straight for Natsu and Kaname.
Dammit Natsu, always so hasty.
Immediately Kaname held out his hand and tapped into his Dark Release absorption ability in the mark on his hand and began absorbing in the fire giving him his own type of chakra inside himself.
Hah, thanks for the chow fellas.
With Natsu and Kaname now safely landed on the water beneath them they jump back further onto the water still remaining ontop of the water thanks to channeling chakra to their feet.

As Steve goes to detonate the tag the fire ignites all his oil as it's all drawn down below with no explosion. A neat little teach it would seem. Jiraiya decides to draw four shuriken infused with fire chakra throwing them up infront of him. But he releases his chakra into them causing them to hover in the air infront of him. Jiraiya nods to steve to give him the signal. Steve is a clone of Jiraiya's so he knows exactly what he's thinking without having to ask. If one makes a plan, the other knows what it is.
You wouldn't see any of the shuriken Jiraiya threw up as the bridge would block your view as you stand on the water below. Steve runs fowards jumping down through the gap towards you. Just before he jumps he releases his chakra into the earth in the bridge causing the rest of it around the hole to come lose and fall down all around you incase you try to escape. Steve leaps down towards you punching Kaname in the faces as he comes down with the rocks as you're distracted, some of the rocks fall on you too.
Meanwhile with his fire shuriken, Jiraiya sends two down behind steve the clone, that you can't see and he sends one aorund to either side of the bridge that you can't see...
Jiraiya's next move all depends... on you...
