Well he was always portrayed as the strongest of ASL and was being groomed by WB to be the next PK so if he had lived he'd be slightly above Luffy and Sabo still more than likely.

Because Ace is dead, genius. Luffy just learned Haki since Ace's death and we don't know when Sabo learned his. Had Ace been alive these last two years like Luffy and Sabo he would also have been training and would have been taught haki as well since Oda kept him and Luffy and Sabo together with Ace and Sabo being stronger than Luffy. WB was Ace's teacher Rayleigh was Luffy's WB went to battle with Rayleigh's captain which would place WB>Rayleigh which would mean Ace would have had the better teacher.

But how else do you explain it not snowing at all? Some CoC stuff like when Shanks clashed WB? Look at Punk hazard and kuzan, akainu, only awakened DF has that sort of effect.
