Not necessarilly. Sasuke's Precognition enabled him to tango with Base Bee while Weakened for a good period of time and Base Bee's style was considered to be rather Unorthodox, tricky enough for Itachi to be forced back, the same person who could tango with SM Kabuto. You also have to factor in that Sasuke is less experienced in Kenjutsu in comparison to Killer Bee and is also quite a bit slower and yet his Precognition enabled him to bridge that gap quite well.

Considering Hebi Sasuke can outpace people such as Deidara who's also in the 4.5 Speed Tier and can also keep up with Sick Itachi fairly well who also has Precognition and is in the 5 Speed Tier, it's safe to say that Sasuke's at the very high end of the 4.5 Speed Tier which would be enough to suggest that he could very well be faster than Kimimaro.

That's not even factoring that CS2 increases Sasuke's Speed and Reflexes whereas Kimimaro's Speed is hindered which makes him very vulnerable to Sasuke's attacks.

Sasuke's well-above in the 4.5 speed tier as he was capable of keeping up with Sick Itachi (who's in the 5 Speed Tier) and almost blitzed Deidara who has a 4.5 in Speed, the same guy who could evade Team Gai.

And it probably only counts movement speed as in from A to B. Not reaction speed or striking speed or regular body movement speed.

He specifically said that he needed to form those specific bone masks right before he got crushed by Gaara's sand. That means they aren't always there.
