Because Hokage Naruto has Rikudo chakra + Full Kurama, and is given BSM here. I think he can take this high difficulty. He's undoubtedly faster than these two, & has much more chakra too fall back on. If he keeps his distance and just sends Flash TBB's enhanced by senjutsu

Otherwise, Madara and Hashirama together probably win, high difficulty.

Toneri's strongest attack split the moon in half, while nothing in Hashirama or Madara's arsenal doesn't come close to that level. The credit goes to Naruto's cloak durability.

And Toneri's sword isn't concentrated? The total output from Madara and Hashirama in vote made the vote, while Toneri's attack went completely inside the moon, and cut it in half. That's as big as the continent of Asia.
