Was kakashi or Naruto a better hokage?

Title says it, it seems probable that kakashi was the hokage that expanded the village to include all those buildings above the hokage Rock, which for me makes him a greater hokage.

Naruto, everything Kakashi did(modernization) was facilitated by Naruto/Sasuke, and I am not sure if any other guy couldn't have done it if they were in Kakashi's place after the war, The question is how much progress did the other villages make during that time? But I'd go with Naruto because as others mentioned he is the one with the power, more acknowledged and can probably do all the same things with Shikamaru etc.

Is this Kakashi's fault for having been destroyed as a character by Kishi? If he had done things the right way, Kakashi would still have the strenght to kick both of their ass easily and also lead the village better than them. He is a true genius unlike Sasuke and if he had Naruto's power-ups, Naruto would have stand no chance so before saying things as irrevelant as this nonsense which are Naruto and Sasuke think about it, and this is the same for many others, look at Itachi for exemple, he is far better than both of them.

Part of being a leader is trusting in your people. A leader is not required to protect himself. Otherwise a president would be the strongest person in his country.

Nah i think sasuke and naruto get the job done better than anyone else.

In narutoverse kage should be strong enough to protect village. How Kakashi can be a good leader if he even cant protect himself ?
