Movies and ovas suck when it comes to power scalling, like 1st Shiki rekt all of the straw hats easily and then he lost to Luffy for some reason

The only thing I'm basing his strenght on is Chapter 0 where it took Garp and Sengoku to capture him U_U

He commanded a massive fleet of pirates... That'd put him Yonko level as he could easily plow any other pirate in the new world considering he had Roger on the ropes during the Ed war...

Also, a/c to Strong World he alone banged Marineford so hard that it ended up getting majorly destroyed with Marines like Sengoku and Garp stationed there...

yonko and admiral are two different tiers because wb was able to fight all three admiral at the same time and was winning yet he wasnt even in his prime. and they had to stop the war when shanks showed up even though none of the admiral were particularly injured. also theres the fact that they cant even go after yonko like kaido even when he is out on his own.. this is unrelated but i believe dragon is yonko level as well highest bounty in the world yet no one dares to go after him even when hes in a single ship with a few people on it.
