Hello guys
. I would like to talk about Hyuuga Neji and Hyuuga Hinata, comparing both of them powerwise and skillwise so please do not hate or troll, just join discussion and read what I wrote below. I will split it in two parts: Offensive and deffensive.
NOTE: HAMURA"S CHAKRA influence is not taken in consideration.
part 1 Neji:

The Last Hinata
CONCLUSION: It is debatable but part 2 Neji and The Last Hinata are really close to each other powerwise/skillwise.

COMPARISION:
Keeping in mind that defence can be the best attack let's list out all unique offensive moves of Hinata and Neji versions:
part 1 Neji: Gentle Fist Art One Blow Body, Eight Trigrams Palms Revolving Heaven
pre death part 2 Neji: Gentle Fist Art One Blow Body, Eight Trigrams Palms Revolving Heaven
The Last Hinata: Gentle Step Spiralling Twin Lion Fists, Gentle Step Twin Lion Fists
First, part 1 Neji is only close combat shinobi which lacks anything which could work on medium or long distance which put him at high disadvantage against either his part 2 self or The Last Hinata.
Second, part 1 Neji has shorter range of vision, less chakra and lack vacuum palm to being able to go against part 2 Neji or Hinata.
Third, Both part 2 Neji and Hinata are faster then part 1 Neji, most likely stronger physically or on par.
Conclusion: Part 1 Neji doesn't stand chance and get beaten low diff at the most.
Part 2 Neji and Hinata:
As you can see above Each of them have two unique abilities which lacks other one.
Neji has deffensive moves like: one body blow and rotation which can be used in offensive way while Hinata has typically offensive moves like: lion fists and lion fists used in combination with 64 palms.
After all everything comes to Lion fists being able to pierce through one body blow or rotation.
If yes, Hinata wins else Neji wins.
