While Hinata only received chakra powering her up.

To her unfortune, both Hinata and Neji use close combat.

And we both know Neji outclasses her in that aspect.

Of course, she can hold her own in open combat, but Neji excelled at it, specialized in it, and always had. In a clean fight,

Pt. 1 Neji vs. Pt. 1 Hinata: Neji wins/won, no/low-diff.
Early Pt. 2 Neji vs. Early Pt. 2 Hinata: Neji wins, low/mid-diff.
War Arc Neji vs. War Arc Hinata: Neji wins, solidly mid-diff, maybe high, considering Hinata was put on the front lines alongside Neji in the Second Division instead of the support-heavy Fifth Division with her teammates, and was able to watch his back just as well as he watched hers. But a solid mid-diff win in Neji's favor, more likely than not.

I'm not usually big on matchups between Pt. 1 versions of characters and Pt. 2 versions of characters, because feats aside, one of them has two and a half years of growth and experience over the other. I wouldn't put a good high-school basketball team against a low-ranked NCAA basketball team. But I don't really know basketball anyway. >.> It's just for the sake of comparison!

Hinata excels at things that Neji doesn't, and vice versa. The discrepancy is largest during Part 1, and it gets smaller and smaller as Hinata catches up to Neji over the course of the series. I'm only giving honorable mention to The Last Hinata because Neji's not there, but with Hamura's power boost, I safely assume she would beat a theoretical The Last Neji. Without the boost, maybe they'd finally be even. *shrug*

Agreed, the last hinata vs neji part 2 is pretty debatable and close in fact. Her huge chakra pool (HC) can upgrade almost all of her abilities. (By upgrade I mean make more effective). However this isn't 2014 anymore, you can't make these kinds of threads nowadays

The second is the actual Tenseigan dojutsu activated by Toneri, and Hamura before him. After Toneri transplants Hanabi's Byakugan, they react to his Ōtsutsuki chakra and transform into Tenseigan. Contrary to early reports and interpretations, this apparantly has nothing to do with the countless Byakugan sealed in the Energy Vessel altar and Toneri's Tenseigan isn't channeling their power (rather, the Energy Vessel housing Hamura's Tenseigan is, hence the confusion).

So, not unlike the Rinnegan, it's actually awakened by Hamura's two bloodlines uniting (Toneri's Ōtsutsuki chakra and Hanabi's pure Byakugan). Hanabi's Byakugan are especially pure in that, as an heiress to the Hyuga Clan's Main Branch, her bloodline is undiluted. The same is true for Hinata and Hiashi.

Its not about how many moves you know. Its about how skillful you are with the moves you have. Hinata in the War arc fought toe to toe with Neji. He treated her as his equal.
