naruto's case is entirely different.Gaara wasn't able to hold down ichibi that's why ichibi took control over gaara when gaara tries to take a nap.Gaara even tried to kill temari.

Naruto went to 4,6 tails only when Naruto was in "extremely" dangerous situation or when Naruto was "extremely" angry E.g. Against Oro, Naruto was extremely angry over orochimaru.

Against Pain, Naruto saw hinata falling down on the ground.

Lastly naruto went up to 8 tails by making his own choice and naruto was going to rip off the seal.
