The first part is right but Naruto didn't hold back with the Rasengan; Sasuke's base stats all increased after he took Orochimaru's pill that granted him CM lvl 2. So Sasuke got strong enough to match Rasengan thanks to a drug.

Of course kakashi knows how strong rasengan is. Not only did his sensai have it but he himself learned it. He isn't talking out of his ass when he says it can kill sasuke. The only reason why it doesn't is because Narutos base rasengan is small compared to someone like.... minato.
