Toneri does shit to DMS Kakashi by portrayal, when DMS Kakashi could hold his own very very very well against Kaguya, and a far far far more powerful version (RSM) of Naruto that the one that defeated Toneri (100% KCM + SM) was at best able to hold his own against Kaguya.
By feats, Kakashi can dodge everything Toneri can dish with Kamui phasing or Kamui self teleporting with both eyes, so Toneri can have all the power of this world, cutting in half the moon (that was hollow, also) and what not, but that's useless. Also if KCM + SM Naruto could physically block his strongest attack, something tells me that a Rikudo enhanced Perfect Susanoo like Kakashi's one would be able to tank that, not to mention that it is irrelevant since he could casually dodge that anyway. Gudodama are basically useless against Kakashi due to Kamui powers and Rikudo chakra infused in his various techniques. Toneri has no defense to Kamui Shuriken spam, they are faster than Kaguya's chakra arms
