Not only did he say it was his top speed, you can see his hair fizzing up like it always does in v2. V1 hair does not change its shape ever. Only his head band is what is keeping the rest of his hair down.

Kisame being shocked means 0 add the fact that, That is a shunshin which means nothing when im talking about raw foot speed - example KCM naruto's foot speed is no greater than Itachi's yet his shunshin shits all over Itachi's.
