Hardly. Luffy's attacks have too many gaps. I don't see Gear 2 generating enough force. Gear 3 is way too slow for Law, and Law can strike before Gear 4. The way I see it going down, Law hits GK as Luffy is going G4 or during G4. Luffy then beats Law unconscious and then succumbs to his injuries. You're reaching further than Luffy in a competition with Mr. Fantastic with that bias assed stipulation. Says who? And seeing as Law needs to cross his fingers to use Shambles and he had one arm when he Shambled with Luffy and used GK, he can activate it very quickly. It doesn't take Law long to activate Room either(activated it before Luffy reached him in Gear 2 and fast enough that Doffy and Trebol didn't notice it), He can activate it before Luffy lands a G4 hit. His only dangerous move to avoid is gamma knife and he couldn't land it on Doffy without luck, back-up plan and outside help. It's never landing on Luffy. Doflamingo was styling on him in close combat and Base Luffy showed comparable reaction speed. In g2 he is even faster. Stacking it with g3, and he gives considerable damage especially with the concussive force. Observation helps to predict Law's future movements. Letting Luffy start in a sustainable mode is normal the fact you even brought Law starting up in a mountain sized room is reaching and even then he would get blitzed.

Law's cuts ignore durability. Nothing indicates Luffy's Haki can nullify Law's cuts, and being rubber won't protect him from the DF ability.Law and Luffy. Zorro has a chance of defeating Sanji and vice versa. In Law and Luffy's side Law wont be able to cut Luffy when he enters G4 which is GG mode. Sure he can cut a monster haki user (im looking at you Vergo!) but not a haki infused rubber which even doflamingo coudn't cut. Law's only chance of defeating luffy is having a head start before Luffy goes Pound mode. Even Law's knife wont be a factor since its so slow and requires catching the opponent unaware.

And no, Law wouldn't get blitzed. Nothing indicates that Gear 4 is any faster than Gear 2(Doffy noted its power increased, but did nothing of the sort to it's speed). Law has the speed advantage with Shambles and can perform before Luffy closes the gap between them.
