He never could have done it, as we saw that 3T Genjutsu over-powers him always. He knew Sasuke's eyes were more powerful than Itachi and yet, he still trained the guy who had awoken 3 Tomoes? Talk about hacking ones own foot.

Even if he had done it, Kishimoto would have found a way through Itachi to free Sasuke.

Not by much. Orosuke would have done some evil things as expected, with the new found power and his own power, he would be much stronger, but would have probably done the same things as Sasuke. But at some point, he would get overpowered by Sasuke and Sasuke would be released. The plot would still progress in the same direction, the results and events would be the same, all would happen in a different way. It would just be like taking a different path to reach the same point.

And all that is only going to happen IF Oro absorbs Sasuke. And Oro CAN'T absorb Sasuke because no matter what happens, he will always get owned by Sharingan in the transformation ritual.

If Orochimaru was the one controlling Sasuke body then Sasuke may have gained Sage Mode, seeing that Sasuke body is strong along with Orochimaru knowledge of Sage Mode.

Sasuke wasn't aware of Sage mode till he saw Kabuto in Dragon Sage Mode.

I think the series would have been better. Sasuke's natural attributes combined with all of Orochimaru's knowledge, immortality and skills would make an even more deadly foe. Orochimaru would most likely experiment on the body a bit by adding other special abilities to it like how he have been doing and how Kabuto later on does. Orochimaru would capitalize on the Sharingan's copying ability even more than Kakashi since he wanted to learn all jutsus. He would train until his can use the Sharingan to his best capabilities but as to what Orochimaru would do afterwards is a guessing game.

Would he attack Konoha? Would he pretend to be Sasuke and return to Konoha and try to become Hokage that way? Would he go kill Itachi? Will he travel around attacking ninjas to copy their jutsus? Who knows.
