Without teleportation, Sasuke is as fast as Ay with Lightning Armor. His base speed (without any jutsu and mode enhancement) is faster than any character we know (aside from Otsutsukis and Juubi Jins). And his base speed combined with Shunshin equals Ay's Lightning Armor enhanced speed.

Naruto isn't the fastest. It's well known that Sasuke is. Naruto's Senjutsu and Kyuubi mode enhanced footspeed plus Shunshin is greater than Sasuke's base speed plus Shunshin, but lower than base speed plus Ameno and even more lower than base speed plus Ameno plus Shunshin.
