What exactly does Kakashi do when he uses kamui snipe or kamui raikiri? does the attack teleport or does it teleport whatever it hits? I never understood.

Kamui's specific powers are 1:intangebility 2:teleportation. So to answer your question, kakashi; can only teleport other people or objects into the kamui dimension. Obito on the other hand, can teleport himself and others, as well as use intangebility.

No, i dont believe he can, he never teleports himself to the kamui dimension, only other people, even in his fight against obito, obito took him there.

Databook says anything Kamui Raikiri pierces gets sent into Kamui, which I find kind of dumb. What's the point in sealing something that already got pierced with Raikiri? It would only be useful against a Juubi Jin which is another reason it was an asspull powerup in my mind.
