BZ tempted Indra after Hagoromo named Ashura the leader of Ninshuu and from then on it was Uchiha vs Senju.

BZ only tried to awaken the Rinnegan in transmigrants after that.

They weren't just feared because of the deaths, but because they wpuld cause enough damage to leave the village vulnerable and for the taking. No other clan wpuld have the power to even come close to doing that.
