I am leaning with Jiraiya.

Tsunade having relations to Uzumaki and Senju gives her a very powerful and resilient body and chakra. So, she would be hard to kill
Oro is also hard to kill given all his experimentation on his body, and I think he has quantity of jutsu on his side.

But, the Sage Mode may cause Jiraiya to edge out just a bit. Tough call between Oro and Jiraiya

The Sanin battle doesn't give much to go on, because all of them were handicapped.

Oro was sick, had no arms, and his body rejecting him.
Tsunade was rusty, and hadn't fought since Dan's death, possibly
And Jiraiya was drugged

Even without Edo Tensei, a healthy Oro can take Jiraiya. In the end it comes down to
1. Orochimaru's Immense Durability
2. Orochimaru's lethality. His attacks kill.
3. Manda is Superior to Gamabunta.

It's cyclic, but from the looks of their head-on battle, Orochimaru and the snake trumped all. Tsunade would be a close second because of her abilities and Jiraiya the dead last.
