I pick Jiraiya because even Itachi acknowledged his power. Jiraiya never used his full power against Oro(sage mode). Tsunade is the Most useful out of the three but would lose to either one in my opinion.

Jiraiya is the strongest in most situations, but Oro can never truly die... so even if Jiraiya would win, Orochimaru would eventually be able to kill him.

Sage mode wrecks. Oro is only good at surviving but jaraiya has the skills to kill

I picked Jiraiya. Oro using Edo Tensei is pretty hax not only because its not truly his own power, but it takes massive prep time to get them ready. If you're going to allow Oro to summon Edo's in the battle, you might as well let Jiraiya enter the battle in sage mode with the 2 elders already attached to his shoulders. This takes much less prep time than the actual preparations for Edo Tensei. Not only that, but before Oro even gets to summon them, Jiraiya smacks him down quickly with sage mode. Its really a matter of what prep/ summons/ forms you allow in the fight.

Either way, in terms of pure power that they personally possess (meaning no edos) its Jiraiya, Oro then Tsunade.
