The man forgot he had FTG to save his and his subordinates asses by teleporting them home. Its understandable why people are calling him fodder.
I don't think it is fair to criticize him when circumstances were not explained.
Maybe, for some reason, Hiraishin was not an option. Maybe he had his abilities sealed away. They were returning from a mission. Maybe he had no more Chakra left than an ordinary civilian.
Maybe Kinkaku team had to be dealt with. Maybe Kakuzu was there, since Kakuzu himself said it has been a lost time since he lost more than two or three hearts, which happened after fighting Hashirama. Also, he seemed very familiar with Kinkaku and Ginkaku.
We don't know how strong other Shinobi were. And we don't know what Tobirama manged to achieve in that fight.
It is easy to say what would be the best way or that Tobirama didn't do well. But we don't know exactly what the situation was.
Imagine we did not learn almost anything about Minato. Let say we just knew he was a Hokage who sacrificed himself the night when some Shinobi attacked the village. If we did not know what happened that night, it would still not do Minato justice to treat it like that.
Of course, the situation seemed fairly simple but that does not mean it was.
And Tobirama is important character but obviously it was not enough to have author reveal exactly how he died. I wish it was. But it does not do justice to assume Tobirama did not take best actions available to him.
