In the War Arc Naruto had superior reflexes such as blitzing Kaguya while Sasuke was unable to do so. Footspeed indicates the swiftness of the blitz. It is not just ordinary running. Now watching this movie Sasuke has gotten faster especially with Ameno so I guess they are equal now.

No the problem with all this indication is that people are assuming naruto was at his fastest in that clip from the movie even while acquiring BM/RSM naruto only demonstrates his speed in like a situation he chooses too. Sasuke was always fast even without ameno the clip was just a coordination attack between them if naruto was really going at his full speed and sasuke was keeping up without ameno then i guess TrollGod kishi is at it again with his inconsistency sasuke has his ameno due to naruto not having the upperhand with all those speed blitz type sht narutos done
