i would say pain..f.example his jutsu gedo mazo he used against hanzo&co with the ability to drain souls maybe suffices alone...he can also control beasts with his doujutsu...like the sharingan user madara through a strong genjutsu..another problem is the rinnengan itself that could use every existing jutsu and also jutsu nobody knows with gravity-ability like the "black hole" jutsu chibaku tensei...it would cost an explaining roman to show of the possibilities in which way pain could beat this jinchurriki...anyway pain itself is not perfect ...in the end...he wasn`t the god he want to be...in the end he was truly a human being with human feelings like beleaving in something...to beleave in the good in this world....enough of this humble contribution p.s sry for my englisch out of practise

pain simply said that he could make it bigger and 8 tailed naruto is just as big as 9 tails and he only got the head and some tails out

yup..at that time he was nearby exhausted...his shinra tensei wasn`t necessary...a huge waste of chakra...imagine!..he don?t use it..the battle between the two destroy the village in the same way...hinata get between them..naruto directly enrage in six -tailed -form...and his attack destroy nearly the whole village...after he follow pain ...what will happen..when it happen this way

You're acting as if Chibaku Tensei is the only thing Pain has got.

Look, Pain was created for Naruto to fight against, not for anybody else. The Shows Hero is Naruto,not Bee or Kakashi. So the Bad Guy has to be stronger than anybody else so that the Hero has something to shoot for.
