Ah, I usually see people say "CES=Chakra Enhanced Strenght". They just show that they don't read the manga if they think it's Sakura's pure strength, A has pure strength and we seen him working out his muscles at one point.

During the world war Shizune also noted, that she wouldn't be able to gather and keep chair like Sakura did for 3 years. So no, not everyone can gather chakra in their fist like Sakura, but yes, she doesn't have superhuman strength.

She might be able to obliterate most things with a punch, but it does not translate to lifting, or arm strength as it's just an explosion where the fist is.
