Any jutsu that use any of the 5 element fall under "Ninjutsu" So therefore, The good ole regular Rasengan ain't Ninjutsu. Then adding bijuus chakra to it, ain't really ninjutsu because Naruto didn't weave no signs to it. And He could still use it if his ability to weave signs was taken away.

rasen shuriken is a ninjutsu though.



Jutsu and nin-jutsu are not the same.

Its just the moulding of Chakra with a nature element but it is not ninjutsu. Not everyobe was able to mould chakra in that way which is why only certain people could achieve the Rasengan. Also, considering it was based of the Tailed Beast Bomb, which is purely the moulding of Chakra, that means that the attack itself is not ninjutsu.

Even the DB doesn't state that. Go by mangafacts RSM Naruto is fastest excluding 8 Gates Gai. Naruto's footwork and reflexes surpasses Sasuke's footwork and reflexes.

IF we go by mangafacts, Then Sasuke is the fastest because Madara acknowledged it. In fact, How many times have Sasuke's speed had been acknowledged more than Naruto throughout the whole manga? I can think of at least 4 times. Naruto's speed had only been acknowledged twice. Nagato and Raikage.

So play that mangafacts card, I'll play it too.
