While Naruto's reaction covers a wider range, Sasuke can process what he's reacting to faster. Naruto can detect things on a more expansive range, Sasuke can just detect things faster.

For example, let's say an enemy is rushing Naruto and Sasuke from the front. Naruto can detect his presence before Sasuke, but Sasuke can track his movement, realize what he looks like, what he has, etc. faster than Naruto can.

Naruto was indeed able to react, but there was an obvious delay in detecting Sasuke. Sasuke on the other hand could immediately react to the shift of his environment. Sasuke can react to Ameno flawlessly, mostly because he is the one doing, Naruto still has a slight delay at detecting shifts at the speed of Ameno. The fact that Sasuke can react to teleporting without flaw and with the eyes he possesses make it only natural that he has greater reaction speed.

What I don't understand is why this needs to be an argument. Who cares if Sasuke has the upper hand in reaction speed? Both of them will have upper hands in one field and the lower hand in the other. It doesn't matter because they're still even in the end. This is an argument solely for the sake of arguing.
