Golden Frieza was actually stronger than SSGSS Goku. But the form drained too much power. Regardless, Frieza's newest form, confirmed not to be a form that provides Godly Ki, was stronger than a Diety Power Level

How about you watch GT?
Base GT kid Goku was stronger than Z's ss3 Goku.
That makes Base Goku GT =400x Base Z Goku
SS4 = 4000x multiplier because it's 10x ss3 which is 400x.
that makes him 4000 times stronger than SS3 Goku, and I don't believe Bills was that much stronger than SS3 Goku.
Anyways, Limits surpassed SS4 Goku is even more than that, and then you add the fusion. No way is bills having a chance vs SS4 Gogeta.
