Peculiar indeed, so peculiar he had no qualms telling a bunch of commoners that he was a tenryuubito.

Well he made a mistake but his intentions were good, he didnt want to live his life filled with people that think they are gods and humans jut some shits who deserve to be slaves, he actually considers himself human though he really ****ed up if he was the one who told the people im CD or the mob just understood that due to Doffy's retarded behaviour.
If he was an idiot like that then he should've went alone, not drag his family along that didn't want to worsen their lifestyles. Doffy was kinda retarded as a kid but he was way smarter than his dad.

The tenryuubito aren't all dumb though. As we know there are people within the Tenryuubito that command the Gorosei, these people aren't like the fat stupid ones we've seen thus far. Also don't forget Doflamingo was a Tenryuubito himself. I won't be surprised if there are admiral level Tenryuubitos who are responsible for maintaining the power of the Tenryuubito. Don't forget the 20 kings that created the world government are the Tenryuubito's ancestors and they were likely pirate king level. If Doflamingo was as strong as we've seen this arc, I'm sure there are admiral level Tenryuubito's that we haven't seen yet.

Gorosei are the highest authority guys in WG. Tenryubitos can order cipher pol only or marines, i dont think they can order gorosei.
