The tenryuubito aren't all dumb though. As we know there are people within the Tenryuubito that command the Gorosei, these people aren't like the fat stupid ones we've seen thus far. Also don't forget Doflamingo was a Tenryuubito himself. I won't be surprised if there are admiral level Tenryuubitos who are responsible for maintaining the power of the Tenryuubito. Don't forget the 20 kings that created the world government are the Tenryuubito's ancestors and they were likely pirate king level. If Doflamingo was as strong as we've seen this arc, I'm sure there are admiral level Tenryuubito's that we haven't seen yet.

Gorosei are the highest authority guys in WG. Tenryubitos can order cipher pol only or marines, i dont think they can order gorosei.

But they have a higher authority than the Gorosei because they can order both marines the world government and Cipher Pol.
