Apparently CP0 are on different league than CP9. CP0 take orders only from Tenryuubito I think. Used only for emergencies, critical moments.

I agree with you completely, but besides the CP-0 the rest of the cipher pol is weak, they can never compete with the face of the entire goverment. Navy.

Excpet your overlooking the highly implied piece that the Gorosei are extremely strong despite appearances. Also CP's aren't weak. CP9 lost to SH's but that doesn't mean anything as so did the Donquixote Pirates and they aren't weak. For all we know the CP's may go up in number by strength with 9 being weakest and 0 being incredibly strong. If CP0 makes look 9 look like weaklings then SH's will still have a handful.

Wanze is a member of CP7 and he was weaker than most, if not all CP9 members, so the CPs don't seem to work like that.

Thanks for clarifying, I don't remember that character and I wasn't sure but it seemed possible until you mentioned that guy. It in fact seems I had it backwards it says (and I know it's a fan wikia but it's a general consensu wikia also, meaning the majority of the community approves of it) CP6 is weaker than 7 since Sanji wrecked one of their guys and had to actually fight Wanze.

Maybe it depends on the focus of the CP? wasn't 9 focused on assassinations? It says CP7 is intel. The more I look into it though CP9 seems to be the best aside from CP0 so maybe OP was right and CP stands no chance.

That was my point.

The Gorosei said that navy is the face the government, while the Gorosei were more judicial/political grounds taking charge of the Cipher pols and the dogs of the government (warlords).
