Why do people put Minato over Tobirama when Tobimara invented everything.

Because just because he invented it doesn't mean he mastered it? Minato invented Rasengan, does that mean his is stronger than Naruto's FRS? NO.

Why do people put Minato over Tobirama when Tobimara invented everything.

I'm talking without fact checking, but Tobirama could only use FTG if he put a seal on something with his hand while Minato used the Kunai which made him so much more of a threat.

Tobirama is still stronger in my opinion though.
