Because just because he invented it doesn't mean he mastered it? Minato invented Rasengan, does that mean his is stronger than Naruto's FRS? NO.

Also, Tobirama told Minato that he was better at the jutsu then him, plus he beat him when they were leaving the monument.

Base form meaning power they achieved individually. So in this case EMS is not a base technique, obviously Tailed beast is not a base technique. Edo tenseis are not base forms and jinchurikis are not base technique. Nor rinnegan.

Well base means no SM, Doujutsu (Sharingan/Byakugan/Rinnegan/Tenseigan), no Yin seal, no CM, no gates (it's not a jutsu, it's something you train to activate like SM and Yin seal), ect... It's it's a jutsu that enhances your physical capabilities like A's Lightning armor (ninjutsu) or Tsunade's/Sakura's CES taijutsu/ninjutsu, or Shunshin (increases speed) then that falls in one of the three categories.

Saying that, my top 10 in base would be:

Hashirama (has a strong base plus his prime had all Bijuus but Shukaku)
Hokage Naruto (would put him as 1 if I didn't include Hashirama having the other Bijuus)
Minato (has faster Shunshin than Tobirama, better with FTG, is a sensor as well)
Tobirama
Prime Hiruzen
Gaara (Gaiden)
Madara (no Sharingan. As a kid he killed grown Senjus without the Sharingan)
Orochimaru
A
Kisame (Samehada is a sword he uses, fusing with it is his sword's ability. Maybe higher on the list with it too).
