A fail is a fail, you really can't deny that. He had his responsibilities but what you are forgetting was that he was too easy going, too laid back. Naruto by far has the most responsibilities in where he has to keep everyone safe from harm.

Besides the hokage doesn't only protect the village from the villains, don't be so simple minded. Leading your people is also another part of protecting them, there are so many ways you can protect people without having to barbarically fight the enemies. Shitty subjective thread. There is no correct answer. Everyone sees and values responsibility differently, for example;

- Naruto is responsible for the protection of immediate threats to the whole village and his family, as well as handling affairs and communication between other villages and the usual Hokage work (mission assignments and undefined misc. paperwork). On top of this, he also is responsible to help where/when he can to raise his children.

- Sasuke is responsible for doing spy work outside of the village to intercept or gain information on potential threats to the village. He is the first line of defense for the village.

Who ever you consider to have the heavier responsibility is pretty much your own personal opinion.

Sidenote: Any threats to the leaf are likely to go through Sasuke first so it is true he is at higher risk of engaging in battles compared to Naruto. However, any 'danger' Sasuke comes by is laughable other than the new Otsutsuki characters and Naruto leaves to fight along side Sasuke for enemies far weaker than the new Otsutsuki characters anyway... eg. Shin Uchiha.

Edit: The debate on this thread is cancerous. People can't understand the roles of a Hokage or the roles of a spy like Sasuke. Everyone is just wanking their fave.

Naruto's obligation is to keep watch over Konoha. Sasuke has no obligations, he just wants to help out outside the village by tracking the Otsutsuki member. While he does have an aim, it isn't something he's legally bound by. TLR, Naruto has more responsibilities, but Sasuke's activity is just as important.
