This is true. It requires chakra to actually activate the seal for Hirashin. However the post you were originally referring to is also correct. Once the position is marked. The Seal never disappears.

Example:

Back when the Kyuubi attacked Konaha and Minato fought Obito, he marked him with a Hirashin tag. Years later after his death, that same seal was still on Obito which Edo Minato used to deal a fatal blow to Obito after he came out of the Kamui dimension from fighting Kakashi.

However that same seal was also used by Tobirama who teleported Naruto behind JJ Obito to deliver the Senpo Rasengan to his back.

So in essence, you can get unlimited uses out of the Hirashin Seal but the person who is using the seal requires chakra to activate it. So its number of uses is limited to 2 things:

1) The amount of chakra the user has

2) the number of Shinobi who are capable of performing it.

Reaction time after said instantaneous teleportaion, however is another story.

Hirashin has the greater distance

amenotejikara is more efficient in execution as it doesn't require a seal to use

Hirashin doesn't have a cool down time and has a limit of 5 seals.

It really just comes down to the skill of the user. Neither is faster than the other. Just the users reaction time once the jutsu finishes.
