I went back and read the manga and I think they have the same speed since they are instant.

So one is better in distance but requires hand seals and one doesnt requires hand seals but it has a cooldown.I understand now thx

This is true. It requires chakra to actually activate the seal for Hirashin. However the post you were originally referring to is also correct. Once the position is marked. The Seal never disappears.

Example:

Back when the Kyuubi attacked Konaha and Minato fought Obito, he marked him with a Hirashin tag. Years later after his death, that same seal was still on Obito which Edo Minato used to deal a fatal blow to Obito after he came out of the Kamui dimension from fighting Kakashi.

However that same seal was also used by Tobirama who teleported Naruto behind JJ Obito to deliver the Senpo Rasengan to his back.

So in essence, you can get unlimited uses out of the Hirashin Seal but the person who is using the seal requires chakra to activate it. So its number of uses is limited to 2 things:

1) The amount of chakra the user has

2) the number of Shinobi who are capable of performing it.
