Fodder are background chunin and jounin that just die from stupid crap to make the main characters look better. Example, during the Suna/Oto invasion all of the poor souls that got cut down by Kakashi and Gai. Yes Kakashi and Gai are Elite Jounin but still. They are high profile targets and I can't imagine any competent jounin or chunin just charging at them without just being fodder. "Main" characters that are just worthless, Kiba, Shino, Tenten T_T, Lee (Based on what he actually does not skill) aren't fodder because they are important enough to not just suicide into real shinobi. Also noticed you put Sakura as Kage level there gotta say I strongly disagree... Also there should probably be a level inbetween Kage and Legendary, Itachi, Tobirama, Regular Minato, Sage Jiraya, Im going to get these ones wrong but the first Kazekage and Second Raikage i think.... cannot remember those in perticular but should get the idea across, the exceptional kage that shouldn't just be labeled as "Kage level"

No. Rasengan can have a variety of useful effects depending on the variant such as sealing opponents (with magnet style), destroying on a cellular level, or just plain destruction. It can also be long range and short range and it can take on many different properties.

Besides, Naruto has multiple other jutsus as well:

bijuu bomb
chakara arms
truth seeking balls
shadow clones
Kurama/ Kurama's body parts
etc...

When I say a repetitive jutsu, I mean like Kiba's jutsus. Sometimes he'll call it something like fang over fang and then sometimes it will be something like fang passing fang, but I can't even see a discernable difference and all of his jutsus do the exact same thing: drilling/cutting.

Low Chunins and lower are fodders, anyone who thinks a Jounin+ is fodder lacks common sense.

This right here. Just because they're not godlike doesn't mean that they're fodder. Face glued to a nuke sucks but it isn't much compared to a bundle of TNT. But just because it isn't as much doesn't mean it isn't valuable, deadly, powerful, useful or dangerous.

I actually have at least two definitions, myself. One is nameless characters who are killed by villains to show their power or something similar, i. e. redshirts. And the other is any character who is otherwise weak and useless when compared to the majority of the cast and play little role, no matter if they die or not. Like my fave, Fuu, would get stomped by most other named characters in 1v1 since he doesn't specialize in combat; in theory, he was useful to Danzo because of his support skills, but of course, story and power wise he is fodder.

I only refer to no-name ninjas as fodders and people that are Chuunin level or below, so you can see how lenient I am, considering a lot of people call people in the Top 10 fodder. The perfect example of fodders are the people Madara wrecked in CQC, and people like Ebisu.

During the invasion I dont think they would have qualified as mid kage level. Still if they were acknowledged as kage level shinobi why were they getting like 50 plus kills each. Kage level shinobi vs regular chunin and jounin equates to kage level vs fodder
