I wonder sometimes what exactly people consider fodder. Every now and then I hear people call some of the strongest characters in the series (like Hashirama, Toneri, Minato, etc...) fodder simply because they are not quite at the level of the absolute strongest people (Kaguya, Madara, Hagoromo, Naruto, Sasuke, etc...). Sometimes I even hear people call some of the absolutely strongest people (Kaguya, Naruto, etc...) fodder.
Then of course I hear people call actual fodder (Kiba, Shino, Tenten, etc...) fodder.
This is why I ask:
What do you consider fodder?
For me, I have a power ranking scale that I made up. Here are the levels of that scale (strongest to weakest):
1. Rikudou level: This includes anyone that could either fight against, or has powers similar to that or greater than that of a 10 tails jinchuuriki. To make this description slightly less subjective, common techniques/traits among people at this level include truth seeking balls, rinnegan (not borrowed), perfect susanoo, mastery of Kamui, the juubi or RSM, rinne sharingan, dimensional shifting abilities, and the ability to end the world in some way (like infinite tsukuyomi or like bringing down the moon). Such people include Kaguya, Hagoromo, Hamura, Indra, Asura, Madara, Obito, Naruto, Sasuke, Toneri, and potentially Momoshiki and Kinshiki.
Note: People in the higher levels in addition to the common traits listed for that level, may also have any common traits that are listed in any lower level. For example some people in rikudou level have sage mode which is listed below in legendary and a number of rikudou level people also have mokuton which is listed below.
2. Legendary: This includes people who are stronger than even most kages and perhaps could even get some hits in on a rikudou level opponent, but wouldn't win against them. Such people include: Hashirama, Minato (bijuu mode), Nagato and Kabuto. Common traits among individuals at this level include perfect sage mode, Kurama's bijuu mode, mastery of mokuton and good usage of a borrowed rinnegan.
3. Kage level: This includes people who are strong enough to make a decent kage in my opinion and who are at least stronger than most in their village, but they stand absolutely no chance against a rikudou level opponent and a slim chance against a legendary. Such people include the current 5 kage minus Naruto, Kakashi, Guy, the previous kages (Ohnoki, Mei, Ay, Tsunade, I just mentioned Kakashi, Gaara was already mentioned as he is still a current kage), Bee, Mu, Gengetsu, Rasa, Sakura, the other jinchuurikis that Naruto fought during the war, Jiraiya, Orochimaru, Itachi, Danzou, Tobirama, etc... This category is one of the more expansive than the previous two. Common traits among shinobi at this level include kekkei genkai/ tota elements (lava, dust release, boil, etc...), mastery of multiple elements along with a number of jutsus, being a perfect jinchuuriki of any bijuu other than Kurama or the juubi (because a Kurama or juubi bijuu mode puts you much higher on this list), having a basic mangekyou sharingan (meaning no EMS or rinnegan or Senju DNA), other unique kekkei genkai, etc...
4. Jounin level: This includes people not strong enough to be a kage, but who are not completely useless in battle or on missions. Such characters include: Shikamaru, Chouji, Sai, Lee, Temari, Kankurou, Hinata, Neji, etc... (Basically most of Naruto's peer group along with some of their parents like the Ino-Shika Chou dads). Common traits among this group include very limited arsenals usually centered around one theme, but at least they can make multiple techniques out of that theme some of which prove to be very useful. For example, Chouji's arsenal centers only on controlling calories but it can be used to fight giant opponents like the gedou mazou, or it can be used for stretching and reaching purposes. The Hyuuga clan's gentle fist can be used to attack the chakara network, but it can also be used to heal as shown when Hinata fixed Naruto's dislocated shoulder. It can even absorb chakara through twin lion fist and it can act as a long range attack and defense mechanism through air palm and rotation.
From this point on, a shinobi is in either one of two alternatives depending on their age and their official ranking in the series:
5. Has potential: This category includes shinobi who are genin or academy students, but they already have jutsus that at least equal up to or surpass where part 1 Naruto was. In other words, they have shown me more at their young age than most shinobi have shown me at that age. Characters like this include: Boruto, Sarada, Inojin, Mitsuki, part 2 Konohamaru, kid Hanabi, etc...

Fodder: This category includes shinobi that are chuunin level or higher in their official rankings (or people who are genins in their official ranking at an age that is way over the normal age for a genin), yet they have very little to no jutsus, their arsenal is so limited that I can't really think of many people if any at all that they could beat, no chakara nature, nothing good whatsoever. People in this category include Kiba, Shino, Tenten, Iruka, Ebisu, Genma, Matsuri, anyone who is nameless, etc... Common traits of this category include extensive use of plain ninja tools, or maybe one repetitive technique like fang over fang, or simply showing no jutsus at all.
That is my ranking of shinobis. What is yours?
