Description: After performing the following Tiger - Dragon hand seal the user creates a powerful Water Release technique that has the ability to draw water towards the user or push it away from him. With this, the user has the ability to churn large whirlpools in the ocean and can even deflect other Water-based ninjutsu. The user can only control up to B-rank Suiton techniques.

You can manipulate B-rank and lower water techniques to either pull towards you or push away from you. This technique does not affect water techniques that are in Short range or Long range

I would imagine that the whirlpools this technique could create would be potent enough to disrupt the concentration on an enemy's walking on water technique and cause them to sink into the source of water? And am I limited to creating whirlpools inside oceans, or can I do them in smaller sources, like artificially created, or perhaps a pond or a lake? Something deep enough I would assume. And if I were to pull in a water technique towards me, how would the whole rank interaction work? If someone sends a B rank water technique from mid range, towards me. I can only pull it towards me, until mid range's limit?

yes you can cause a whirlpool under them to cause them to sink underwater, yes you can use the whirlpools in small water sources just as long as it is logically able to do so. what do you mean by the rank interation? And it only "catches" at mid-range, however after that you can pull it into short-range.

Oh no, the rank was just an example. What I mainly wanted to know was if I could manipulate the source towards my short range, after "catching" it in mid range, which you answered so thank you. ^ And sorry for the questions, I just dont want to use it the wrong way, I like to know the limits on the techniques.

Type: Supplementary
Rank: A
Range: Short-Long
Chakra Cost: 30
Damage: N/A
Description: The user first uses the Dog hand seal and then creates a large rainstorm that stretches many miles. There is so much rain that there is enough water to form water release jutsu.
Note: Can only be used 3 times.

You make it rain a monsoon, so big that you can use it to form water jutsus

Does this technique drown the field? I would imagine if it continued to rain for so long, water would build up eventually. And is the rain hindering in any way? Like perhaps changing the trajectory of projectiles thrown due to the heavy and fast downpour?

IMO I'd say yeah as far as filling up the field, as it'd technically be flooding, trajectory I'd say no

Oh okay, thanks for answering! Thank you very much for teaching me those two techniques, they will surely come long ways for me. ^_^
