By the time he clapped his hands for GSB V1 Bee was already on his neck with Lariat along with Ay so the odds of him putting up Water Prison and Shark Skin against V2 Bee is slim to none. He can spit out an Ocean to make use of his Water Advantage and Samehada also allows him to effectively parry his attack and heal back any damage caused. Eventually, Bee's reserves will diminish, giving Kisame the win.

No Samehada has a limit to how much it can absorb at once. It has nothing to do with being develop. Samehada can absorb as much as it wants just limited to how much it can at once.That never happened.
What did happen was Kisame standing there and then realized that it was too much chakra to absorb. He was never blitzed.
However, I misread the thread title. Since Bee starts in V2, he could win as Samehada is less developed, so therefore, less powerful and cannot absorb as much chakra in one instant.

It was not a blitz. Kisame perceived his movement. Samehada was knocked out of his hand because of the sheer force of the blow.
