Bee wins. Canon repeats itself and Lariat blows Kisames chest off, then Bee throws Ration swords through his head and kills him.

Bee was just caught by surprise before.

Bew hits him with lariat be will still have enough chakra left over for another lariat.

What about if Kisame makes a water prison around himself to reduce the impact? In addition to Samehada, which both reduces the impact and takes Bee's chakra. Then there's GSB to worry about.

I don't know. By the time he clapped his hands for GSB V1 Bee was already on his neck with Lariat along with Ay so the odds of him putting up Water Prison and Shark Skin against V2 Bee is slim to none. I don't even see how GSB is relevant. Bee shunshin over a moutain versus Taka quick, way out of the range of GSB.

He can spit out an Ocean to make use of his Water Advantage and Samehada also allows him to effectively parry his attack and heal back any damage caused. Eventually, Bee's reserves will diminish, giving Kisame the win.

Bee blitzed and knocked Samehada out of Kisame's hand. He can blitz faster than he can spit out any water.

That never happened.

What did happen was Kisame standing there and then realized that it was too much chakra to absorb. He was never blitzed.

However, I misread the thread title. Since Bee starts in V2, he could win as Samehada is less developed, so therefore, less powerful and cannot absorb as much chakra in one instant.

No Samehada has a limit to how much it can absorb at once. It has nothing to do with being develop. Samehada can absorb as much as it wants just limited to how much it can at once.
Also you can't deny that he knocked samehada out of his hands, basically a blitz.

Likewise, Samehada still managed to absorb his Chakra and revert him back to his V1 Cloak which Bee was even shocked about. It seems logical that as Samehada grows in size, he develops a bigger appetite and thus, is able to absorb more chakra all at once.

It was not a blitz. Kisame perceived his movement. Samehada was knocked out of his hand because of the sheer force of the blow.

Yeah make sense I was just thinking about the time he almost took all of Killer bee's chakra back on turtle Island.

It was a Blitz the moment Kisame realized it was too much chakra. I'm sure if he could have physically reacted he would have defended himself better.

It wasn't as he did attempt to react, but instead, resorted on fighting more defensively once he realized he couldn't absorb it all with one swing in a similar manner that he did against V1 Bee.
