3. He has unsurpassed use of lightning release.

Nb4 Bee Wrecks, he is an amazing swordsman, but his speed, even in v2 has been greatly surpassed by the end of the kage summit, where he was able to easily outclass the "greatest swordsman ever to live"

It has already been shown Sasuke is too fast for mifune. Bee annihilated a weakened, pre susanoo ms Sasuke. Mangetsu is fearless, especially if you put a normal blade in his hand.

Plus don't act like it's just pure swordplay. Sasuke is only good with it because of his Sharingan and his chidori-infused attacks. If Sasuke is allowed those then Mangetsu is allowed his scroll.
