I agree oro is genius and immortal, but he has zero luck with good eyes. It takes pnj + mcnj combine together for oro to have feats you wishing for

If he wanted to, he'd probably have no trouble swapping some of Sasuke's or Madara's DNA. Orochimaru could easily awaken the Rinnegan. The only reason he wouldn't be able to would be if his body was too weak to handle it, like Obito.
